Workflow States

State	Description
Not Started	No workflow exists. Document Controllers see a "Start Workflow" button.
In Progress	Steps are being processed. Active step is highlighted.
Completed	All steps finished. The workflow completion email is sent to document controllers.

Document Controllers can perform the following actions on active or completed workflows:

Restart: Resets all review steps to Pending and re-activates the first review step. The Document Controller step remains. Useful for re-routing after changes.
Cancel: Deletes the workflow entirely. A new workflow can be started from scratch.
