- Optionally start an internal workflow to route through reviewers.
- Click "Respond" and set a status for each document (Approved, Revise and Resubmit, etc.).
- Optionally save the response as a draft.

Resubmission After Rejection

- Create new revisions of rejected documents with updated files.
- Go to "Send Resubmission", select the original transmittal, attach revised documents, and send.
Letter Communication
- Create a letter with "For Action" or "For Information" purpose.
- Recipient sees it in their dashboard "Pending Letters" tab.
- For "For Action": Recipient replies with a letter, which closes the original.
- For "For Information": Recipient clicks "Acknowledge" to close it.
Handling a Returned Transmittal
- Receiver clicks "Return for Modification" with an optional comment.
- Sender sees the transmittal is now editable with a returned banner.
- Sender modifies the transmittal (documents, title, receivers, etc.) and re-submits.
- Alternative: Sender supersedes the transmittal and creates a new one instead.
